Below are notes from National Work Group RCV calls. StopRCV.com Model Legislation RCV failed in MA by about 10%. I want to note it’s a pretty deep blue state. Our example in MA is a reasonable roadmap to beating this back in blue states and without a lot of money. The yes side raised about 10 million for the yes side, and about 10,000 for the no side. Just looking at the map, it gives you a sense of the demographics and the groups we were able to connect with. The academic institutions voted for RCV while the blue collar working class voted against it. RCV boils down to 4 major questions Guarantee a majority winner? Ensure full voter participation? Increase civility in campaigns? End the need for strategic voting? More than 60% of winners don’t get a majority of all the votes under an RCV system. You need to literally remove votes from the count in order to get to a winner in RCV. You end up with a situation where the winner had 14 votes out of 30 votes. Exhausted ballots are the fatal conceit of RCV. Folks in MA were really turned off by that. Why should your ballot be discarded just because you didn’t participate in this convoluted system? Even with more RCV voting elections, the percentage of ballots exhausted is still very high. Even with the number of candidates increasing, you still see higher exhausted ballots. Even with the number of the RCV elections, you don’t see the number of exhausted ballots drop. It can disenfranchise minority, less-educated, and older voters. The data is not the most important aspect, you have to connect with people emotionally. It screws people over. Exhausted ballots are what you have to harp on. This is a survey from FairVote itself. One of the points I want to leave is that we have to keep our opposition to RCV non-partisan. This includes Governor Gavin Newsom, Senator Mark Begich, and the NAACP. It doesn’t reduce campaigning or take money out of politics. RCV also does not end strategic voting either. You can fight RCV even if you are outspent 1000 to one. If you’re in an RCV area, you have to stack the ballot with candidates who are favorable to what you believe. Better yet. The U.S. Alliance for Election Excellence, a project of the Center for Tech and Civic Life (CTCL), is awarding funds to counties and municipalities under the Centers for Election Excellence program. The alliance will provide $80 million over five years "to envision, support, and celebrate excellence in U.S. election administration," according to CTCL. CTCL poured nearly $350 million into local elections offices managing the 2020 election, with most of the funds donated to the nonprofit by Zuckerberg. The nonprofit has claimed its 2020 election grants — colloquially known as "Zuckerbucks" — were allocated without partisan preference to make voting safer amid the pandemic.However, DeKalb County Board of Voter Registration & Elections accepted $2 million in private money from the alliance in "violation" of 2021 state election reform law, Georgia Secretary of State Brad Raffensperger (R) told Just the News on Thursday, while the county claims that it adhered to the letter of the law. DeKalb County's acceptance of the funds came on the heels of an elections official in Michigan turning down an offer of private funding from the same source. Ottawa County Clerk Justin Roebuck declined a $1.5 million grant from the controversial nonprofit due to concerns over private money with possible political connections being used "to fund election operations." In North Carolina, election officials in Brunswick and Forsyth counties also said they won't take money from the Alliance for Election Excellence. However, unlike Ottawa County, Brunswick and Forsyth are keeping their membership with the alliance. Yet the city of Madison, Wisc., like DeKalb, accepted a $1.5 million grant from the alliance. Critics of the unprecedented level of private funding injected into election administration offices in 2020 argue the grants were awarded disproportionately to boost voter participation in swing state Democratic strongholds. A House Republican investigation found that less than 1% of the funds were spent on personal protective equipment. The organization received $10,000 in donations from the Chan Zuckerberg Initiative, $100,000 from Hillary Clinton's Onward Together, and $50,000 from ActBlue, a PAC that provides online fundraising software to Democratic campaigns and progressive groups, according to Open Secrets. Run for Something has a program called Clerk Work, which recruits candidates to run for local elections offices. In July, Clerk Work had recruited nearly 300 candidates. "You can influence quite literally who is administering elections," Litman told the Washington Post. "If we don't do it, we are absolutely going to regret it." Rep. Claudia Tenney (R-N.Y.), cochairwoman of the House Election Integrity Caucus, slammed Run for Something and CTCL in a statement to The Daily Signal. "Let's call this what it really is — a blatant attack on the security and integrity of the fairness and transparency of our elections," she said. "Dark money liberal advocacy groups will stop at nothing to inject partisan funds into election administration efforts," she added. "They did it in 2020 with 'Zuckerbucks,' and they are continuing to find ways to do it today." Rep. Mike Garcia (R-Calif.), cochairman of the House Election Integrity Caucus, told The Daily Signal, "Propping up partisan operatives to serve as election clerks will not solve our election integrity issues, and it definitely will not restore confidence in our electoral system on either side of the aisle. "It's going to take careful consideration and deliberate debate on these matters to improve election integrity and bolster faith in our elections."

State of play: Ohio has a "use it or lose it" system when it comes to staying active on its eligible voter list. Those who do not vote, update their registration address or respond to board of elections notices over a six-year period are automatically removed. Zoom in: Nearly 11,000 voters registered in Franklin County were taken off the rolls. LaRose says it's necessary in order to clean the voter rolls of those who have moved or died.

In other words, there is no limit to what might be tried by any agency, commercial or governmental, to modify election procedures, for good or for ill. We are not going to stop the use of tabulating machines in elections. Trickery like this to hold state election entities to a standard they cannot attain, will not stand the test of judicial review. I would be very surprised if legislative attorneys in AZ even permitted the SCR to get past a floor vote of that body. I am all for holding election agencies accountable to high standards. I am all for making these tabulating machines as auditable and transparent as possible. And I am completely in agreement that every person should cast a paper ballot that can be examined to see all markings from the voter. However, the billions of HAVA dollars that have been spent acquiring machines will not be undone anytime in the next decade. in fact. most republican legislators are just fine with the use of machines- even in full awareness of their vulnerabilities. I find it much more useful to address the vulnerabilities of voting machines where I might be most productive- that of compelling the escrow of machine source code for periodic examination, making the machines more transparent for examination of their output files (including CVRs), examination of Poll Tapes, and conducting audits where a high percentage of hand counted ballots are compared to machine tallies. Citizens and Boards of Elections want to complete their counts on election night, and they do not want to spend enormous amounts of money and time to perform 100% hand counting of ballots (where human errors are abundant).
