CONTRIBUTIONS BY FOREIGN NATIONALS - SECTION 5.3.(a) G.S. 163-278.6 , (52 is amended by adding a new subdivision to read:                                                                                                                       (page 19) The term "foreign national" means any of the following: a. An individual who is not a citizen or lawful permanent resident of the 21 United States. b. A government of a foreign country, or any political subdivision thereof. c. A foreign political party. d. Any person that is organized under the law of, or has its principal place of business in, a foreign country. e. Any person organized and operating in the United States that is wholly  or majority owned by a foreign national or combination of foreign nationals unless both of the following apply:    1. Any contribution or expenditure the person lawfully makes derives entirely from funds generated by operations in the United States.    2. All decisions concerning the contribution or expenditure are made by individuals who are United States citizens or lawful permanent residents, except for setting overall budget  amounts."   SECTION 5.3.(g) G.S. 163-278.19A reads as rewritten: "§ 163-278.19A. Contributions allowed.         Notwithstanding any other provision of this Chapter, Except as provided in G.S.163-278.19C, it is lawful for any person as defined in G.S. 163-278.6(72) to contribute to a referendum committee."

    General Assembly Of North Carolina Session 2025 H958-PCS30501-CMe-21 House Bill 958 Page 13 1 Page 12 REQUIRE APPLICANTS TO PROVIDE FULL SOCIAL SECURITY NUMBER ON VOTER REGISTRATION FORM SECTION 2.13.(a) G.S. 163-82.4 reads as rewritten:  "§ 163-82.4. Contents of application form.  (a) Information Requested of Applicant. – The form required by G.S. 163-82.3(a) shall request the applicant's:   all of the following from the applicant : (1) Name , Full Legal   Name.   (2) Date of birth ,birth. (3) Residence address, address. (4) County of residence, residence. (5) Date of application, application. (6) Gender, Gender. (7) Race, Race. (8) Ethnicity, Ethnicity. (9) Political party affiliation, if any, in accordance with subsection (d) of this section, section.  (10) Telephone number (to assist the county board of elections  in contacting the voter if needed in processing the application,) application) .  (11) Drivers license number or,   number , if the applicant does not have   has  a drivers license number, the last four digits of the applicant's social security number,  number. (b) No Drivers License or Social Security Number Issued. – The State Board shall assign a unique identifier number to an applicant for voter registration if the applicant has not been issued either a current and valid drivers license or a social security  number.     Jim Womack, NCEIT President, September 16th, 2025 The following is a response to Don's inquiry on the elimination of machines and employing hand counting of ballots. Thanks for the note, Don. While I agree completely that evil people will seek ways to corrupt the election process, and that machines are one channel in which evil intentions can be manifest. The ultimate objective of free and fair elections can be achieved a number of ways- with or without the use of machines.  However, complex ballot styles and protection of chain of custody of election artifacts mitigate against fully manual processes.  Moreover, it is imperative- for public confidence in election outcomes-that the counting be completed within hours after the polls close.  That can only be achieved within today's statutory and operational environments by using machines to do the complex counting.  If we were to outlaw the use of machines, then we would also have to significantly increase the costs of conducting elections, with much greater decentralization of voting (precincts sized at around 1500-2000 voters max).  We would have to outlaw early voting and mail-in balloting or alter them so severely that citizens (and the many leftist lawyers) would object to the restrictions. The present compromise is to have machines to rapidly count and compile results- machines that are not connected to the internet in many if not most locales.  If we improve L&A testing and audit the machines and the election artifacts, then speed and confidence are both realized.  We have a ways to go in getting the processes properly scrutinized and managed, but we are making progress.  For these reasons, machines will be with us in every state for the foreseeable future.   • Email to NC Senators & Reps: Carve Out for foreign $$ in H958

    Sent Sept 4, 2025. 1:20PM Dear Senator Tim Moffitt, Senator Warren Daniel, Representative Jake Johnson, and Representative Jennifer Balkcom: Asheville Tea Party invites you to our Tea Time Meeting on Thursday, September18th, 2025 at noon at Bay Breeze Restaurant at 1830 Asheville Hwy, Hendersonville, NC 28791.  With midterms fast approaching, we would like to touch base with you regarding election integrity issues.  Specifically,  H958  is very concerning. There is a carve-out for foreign dollars under certain circumstances for ballot referendums.  The UOCAVA photo ID requirements also need to be tightened.   The North Carolina Election Integrity Team ( NCEIT.org ) submitted the language recommended by the  American First Policy Institute  to the House bill sponsor, Rep Hugh Blackwell.  America First Policy Institute's model policy on foreign funding of elections is sound and was accepted.  A new  Proposed Committee Substitute  (PCS) to this bill was offered on Thursday, 8/21. The PCS passed out of the House Judiciary 1 Committee with all the proposed changes. H958 was then re-referred to the  House Rules, Calendar, and Operations. Although you may not serve on these committees, as representatives of We the People, we need your support  to assure  that NC does not allow foreign money influence to become law in H958.  While federal law prevents foreign nationals from donating to U.S. political candidates, committees, and Super PACs, there is no federal law preventing foreign nationals from donating to ballot committees. Ohio, California, Maryland, North Dakota, and Washington currently have laws prohibiting foreign money in ballot initiatives to some degree. Why does H958 open the door in NC? Only US Citizens Vote and Influence US Elections. Also, North Carolina patriotic groups including  a number of grassroot organizations, GOP county and District organizations as well as the GOP 2025 North Carolina State GOP Convention  have all committed to President Trump's election reforms contained in his Executive Order  #14248  by passing the  Resolution  supporting the  US Citizens' Election Bill of Rights . This essential order seeks to preserve and protect the integrity of our American Elections. WE THE PEOPLE now urge you, our state representatives, to also commit to passing laws that reflect the principles put forth in the  US Citizens Elections Bill of Rights.  Please show your support for his nationwide effort to protect our elections from fraud, error, and manipulation both foreign and domestic, by returning this with your attestation of support.
